If by "Jews" you mean all Talmudic Jews, no. If by "Jews" you mean all Judahites, the descendants of Judah, no. If you mean by "Jews" all Judeans, those who belong to the secular political entity called the Republic of Israel, no.
The idea that Yahweh will unconditionally save or deliver every single member of a particular race or state is not biblical. And yet there are vast number of Messianic Jews who sincerely believe that all Jews will eventually, and somehow, be saved, irrespective of the fact Yahweh has declared emphatically that He is no respector of persons or nations. The only people who are going to be saved are those who repent of their sins, accept Yah'shua (Jesus) as their Saviour, and obey His commandments. And no race or nation - past, present, or future - has ever, or will ever, meet those requirements.
This foolish doctrine that all Jews will be saved stems from a misunderstanding of something Paul said in his epistle to the Romans. It is a doctrine which flies in the face of the New Covenant salvation message and is clearly disjunctive with it. This is the passage that is misunderstood:
"And so all Israel will be saved, as it is written: "The deliverer will come from Zion; he will turn godlessness away from Jacob. And this is my covenant with them when I take away their sins" (Rom.11:26-27, NIV).
To begin with, we notice that it is Israel who will be saved -- all 12 tribes, not just one single Judaic tribe. Secondly, the verses that preceed this quotation tell us very clearly what Israel is, namely, those Judahites (and other Israelites) who accept Yah'shua (Jesus) and the Messiah (Christ) and those non-Israelite gentiles who do the same. Those Jews who reject the Messiah cease to be Israel, and those gentiles who accept Him become Israelites by adoption or ingrafting. Israel are the saved. Simple as that. And therefore when Paul says that "all Israel will be saved" he is simply reaffirming, in a differet way, what he has said before and will say in the future, namely that the saved have always been known by Yahweh and are claiming that salvation and the name which belongs to it, Israel:
"For whom He foreknew, He also predestined to be conformed to the image of His Son, that He might be the firstborn among many brethren. Moreover whom He predestined, these He also called; whom He called, these He also justified; and whom He justified, these He also glorified" (Rom.8:29-30, NKJV; cp. Eph.1:5,11).
When under the Old Covenant the collective Nation of Israel is described as the redeemed, it is a symbol of the spiritual reality that is to come. For we know that not all Old Covenant Israelites were saved on account of their frequent apostacy from the truth. Salvation is not a matter of race or nation, or even of "religion", for that matter, but of personal response to the invitation of Yahweh. The Israelite nation was a shadow, model or type of the spiritual Israel to come, which would find its true incarnation as a national theocracy only in the Millennium with its rightful Prince, Yah'shua, as Regent.
The great error of a large segment of Messianic Judaism - an error that was frequent in Old Covenant days - is to syncretise Jewish nationalism with the true faith of Yahweh. Nationalism is often the last redoubt of a scoundrel and we must ever beware of it bacause it quenches the true Spirit of Messiah (Christ). The only chosen race in the New Covenant are those who have chosen Yah'shua (Jesus) and who are known by Yahweh, because of His Omniscience, who are yet to choose Yah's Salvation, Yah'shua (Jesus). And sadly, when nationalism combined with true religion, one often ends up with an ugly, intolerant, cold, disobedient and unloving cultic spirit. We have seen it in the past in ancient Israel, in Christendom, and now again in some Messianic Judaic quarters.
Israel is the redeemed. No more, no less. And that is why all of Israel will be saved. There is no shortcut for racial, religious or political Jews.
